In 1998, the HUBZone Empowerment Act was passed by the U.S. Congress with the aim of promoting employment opportunities, investment, and economic development in Historically Underutilized Business (HUBZone) areas. The ultimate objective is to allocate a minimum of three percent of Federal Spending to small businesses operating within these zones.

The SBA defines HUBZones as distressed rural and urban communities characterized by low median household incomes and high unemployment rates.

The Certification Process

Small businesses seeking HUBZone certification must complete an online application on the SBA website. If the HUBZone Certification application is approved, additional supporting documentation will be required, and recertification will be necessary every three years.

HUBZone Certification Eligibility

  • Being at least 51 percent owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, a Native Hawaiian organization, or a Native American tribe

  • Having at least 35 percent of employees residing in a HUBZone
